RICS HQ

E3 Consulting’s managing director Alun Oliver is giving a series of autumn talks, through the Royal Institution of Chartered Surveyors, giving an overview of community infrastructure levy and how it affects developers, homeowners and their advisors.

The community infrastructure levy (CIL) came in to force in 2010 and allowed local authorities throughout England & Wales to raise funds to help deliver infrastructure to help the development of an area as an alternative to s.106.  The rules are complex yet rigid, applying differently to different types of development: hotels, residential, retail, office, student, healthcare etc. Different Local Planning Authorities set different CIL rates plus there are various mandatory and discretionary exemptions; furthermore the ‘headline’ CIL rates are often inflated by indices, determined by the date of planning permission.

Between October and December 2019 Alun will be giving Continued Professional Development (CPD) talks across the country, helping to demystify what community infrastructure levy is about, looking at how is CIL set in your region and locality?  What are the schedules and how is CIL calculated?

This seminar will look at:

  • Background to CIL
  • Key Criteria
  • How to Calculate CIL
  • MCIL1 & MCIL2
  • Principal exemptions
  • Key Issues and common pitfalls

These seminars are open to both RICS professionals and non-RICS professionals and will provide a valuable overview for anyone involved in projects impacted by CIL.
