'Practical Challenges that Developers and Private Clients face?' – Thursday 10 June 2021, 13:00.
E³ Consulting is pleased to have hosted a panel discussion focused on Community Infrastructure Levy (CIL) – the practical reality of the challenges that private clients, housing developers and their project advisers currently face. This event took place on Thursday 10 June 2021 between 1300 and 1430.
Our specialist multi-disciplinary panel of speakers provided their insights and to discuss how you and your clients maybe able to better manage your development projects better and to minimise risk, potentially save money and ensure the completion of your project runs smoothly.
The key as always, is to be asking searching and rigorous questions, and to consider all aspect well ahead of time as once the project works commence CIL if fixed, exemptions are no longer possible, nor challenges or reviews and payment will become due.
The focus was very much practical and will include a sharing of case studies from each of the speakers highlighting key project, planning and CIL issues from their own individual workflows.
Colin Peacock - Co-founder and director of Swallowfield Homes Limited
Colin has 50 years’ experience within the commercial and residential property industry in the United Kingdom, Europe and North America. He was formerly a Partner with Weatherall Green & Smith, President of Speyhawk New York Corporation, Managing Director of Higgs & Hill Developments Limited and Managing Director of Stonemartin plc he has served the boards of three listed companies. Colin is a Fellow of the Royal Institution of Chartered Surveyors (FRICS), CEO or Clerk of the Worshipful Company of Chartered Surveyors, one of the City of London’s 110 livery companies and for seven years has been Chairman of the Property Marketing Awards, which are organised by the Livery Company.
Matt Gilks – Senior Associate Solicitor of Thrings LLP
Matt advises on planning and environmental matters, with a particular focus on rural and urban diversification, regeneration and bespoke business and residential development. He has practised as a Barrister in the Government Legal Service, a solicitor at international law firms in London and a Principal Planning Solicitor. Matt has a strong understanding of regulations and environment affecting South of England AONBs, the South Downs National Park and the New Forest. He is a regular speaker at RICS events and is a member of the RICS Rural Market Forum, the London Society and the Environmental Law Foundation, and a Committee Member of the Hampshire CLA.
Duncan Mcleod – Founder & Principal of Studio McLeod
Duncan is head of Studio McLeod, an RIBA award winning practice, based in North London which has been shortlisted for BD Architect of the Year in 2017 and 2019 for projects up to £1.5m and individual homes. They have a 100% record of getting clients planning approval. The firm’s focus on ‘listening’ and ‘coaching’ to help clients understand what would make the biggest difference to their lives has been referred to as ‘Architectural Therapy’. The studio approach to solving puzzles, innovation and early adoption of technology has lead to numerous awards and reputation as one of UK’s leading architects for innovative residential architecture.
Helen Rosier BA (Hons) MSc MRTPI - Principal Practitioner of Tanner & Tilley Planning Consultants
Helen gained a distinction in her Master’s degree of Environmental Planning at Queen’s University, Belfast and went on to work for a Local Authority in Somerset before moving into private consultancy practising across the South West. A later move to the South Coast meant a new start under Tanner & Tilley Planning Consultants where she continues to work on a diverse range of projects with a focus on residential and commercial projects, whilst building on the businesses specialist knowledge of Care Sector work. She uses her experience to help clients navigate their way through the planning process, tailoring services to their needs and helping deliver successful outcomes.
Alun Oliver FRICS – Managing Director E³ Consulting
Alun is a Chartered Quantity Surveyor and has nearly 30 years of experience as one of the UK’s leading experts in the field of property tax; advising clients on Capital Allowances, Land Remediation Tax Relief, Community Infrastructure Levy and Repairs and Maintenance. He co-founding E³ Consulting with his wife, Nicky, in 2003 and has advised on a wide range of CIL matters dealing with Reviews, formal challenges and appeals to VOA, as well as charitable & social housing relief and numerous self build exemptions. He has had considerable success in achieving exemptions and reducing clients’ CIL liabilities where LPAs have taken inappropriate or incorrect stances. As a CEDR accredited mediator, Alun regularly draws upon his many years of negotiating property tax matters to resolve project issues as quickly and calmly as possible.
